This mod gives you a number of options to reduce enemies' heads vulnerability from vanilla 2.0 (head takes 2x damage) to 1.0 (enemy's head takes as many damage as any other limb). You can set it to 1.9, 1.2 or whatever you like. There is also an option to halve enemy's head's ToHit chance, which could make the game really tough at the early stages. Just download this mod, install it with NMM and choose appropriate options during installation.
Once again: this mod changes enemy's head damage multiplier and/or enemy's head ToHit chance, so it will be much harder to kill someone with the headshots.
ATTENTION! This mod only affects humans, supermutants, behemoths, ferals and glowing ones. Wildlife and synths kept untouched, because they have different vanilla values. Maybe later, if this mod will get enough interest, I will make a separate overhaul for them.
This mod also affects player's corresponding values, so, yes, this is some sort of cheating. You could take it as an unwanted side-effect. Nobody would specially aim for player's head anyway.
